Compal is seeking an experienced Import Manager to play a pivotal role in supporting the daily operations of a growing electronics manufacturing organization. This position is responsible for managing a wide range of procurement functions that ensure the smooth and efficient running of the company’s expanding U.S. presence.

Import Manager

Overview:

The Import Manager will be responsible for leading and executing all U.S. import operations in support of Compal’s newly established server manufacturing plant. This role plays a critical part in enabling plant construction, equipment installation, and production ramp-up by ensuring the compliant, timely, and cost-effective importation of machinery, raw materials, and electronic components.

As a key member of the operations and supply chain organization, the Import Manager will establish foundational import processes, develop standard operating procedures, and act as the primary liaison with customs brokers, freight forwarders, and U.S. regulatory authorities. The role requires deep expertise in U.S. customs regulations, cross-border logistics, and trade compliance, along with strong cross-functional collaboration to support production schedules and business growth.

Key Responsibilities

  • Lead all import operations for a newly established server manufacturing plant in the U.S., covering equipment, raw materials, and components
  • Establish and implement import processes, SOPs, and operational frameworks to support plant construction and initial production ramp-up
  • Ensure full compliance with U.S. import/export regulations and CBP requirements, including tariffs and country-of-origin rules
  • Manage customs brokers and freight forwarders to ensure compliant, timely, and cost-effective customs clearance
  • Analyze and optimize import-related costs, including duties, tariffs, and logistics expenses, and support production schedules through cross-functional collaboration
  • Knowledge of U.S.-Mexico cross-border trade, logistics, and customs regulations

Required qualifications

  • Minimum 8 years of experience in import/export operations or trade compliance. At least 5 years of hands-on experience with U.S. import operations
  • Strong knowledge of U.S. customs regulations, HTS classification, country-of-origin rules, tariffs, and customs clearance processes
  • Experience in the electronics, server, EMS, or manufacturing industries preferred
  • Fluent in English, with the ability to communicate effectively with U.S. government agencies and overseas suppliers

Preferred Experience

  • Experience supporting new plant setup, factory construction, or production ramp-up in a manufacturing or EMS environment
  • Hands-on experience with U.S.–Mexico cross-border trade operations, including IMMEX, USMCA, and bonded programs
  • Familiarity with duty mitigation strategies such as FTZ, drawback, tariff engineering, or special trade programs
  • Experience implementing or improving import compliance systems, SOPs, or internal audit processes
  • Strong analytical skills with the ability to evaluate landed cost, duty impact, and logistics performance. Experience working with ERP, trade compliance, or customs management systems
  • Ability to work effectively in a fast-paced, start-up or high-growth manufacturing environment
  • Prior experience collaborating with engineering, procurement, logistics, and production teams
