Arena Technical Resources (ATR) is a fast-growing GovCon and Commercial staffing firm supporting customers across Technology, Engineering, Construction, and Professional Services. We are expanding our internal Talent Acquisition team and seeking a high-activity, results-driven Recruiter who thrives in a performance-focused, pipeline-building environment. This individual will leverage ATR’s full recruiting tech stack—including Oorwin (ATS/CRM), LinkedIn Recruiter, ZoomInfo, Monster.com, CareerBuilder, ClearanceJobs, and several other premium tools to proactively source, engage, and hire top-tier talent.
Primary Duties & Responsibilities
Sourcing & Pipeline Development
-Develops innovative sourcing strategies for talented and diverse candidates using both established (internal processes) and creative methods (job postings, internal database, Oorwin ATS/CRM, employee referrals, online job boards, data mining, social media, career fairs, etc.).
-Manages internal sourcing resources and look for ways to make them more effective and successful. ATR has an internal sourcing team that support our recruiters in sourcing and messaging prospective candidates.
-Demonstrates proficiency in research, market mapping, and candidate generation using tools such as LinkedIn Recruiter, ZoomInfo TalentOS, Monster.com, CareerBuilder, ClearanceJobs, and additional searchable databases.
-Proactively builds and maintains a strong pipeline of active and passive talent through continuous outreach, high-volume activity, and long-term relationship management.
-Evaluates sourcing channels for ROI and identifies new, high-yield recruiting avenues to increase funnel activity and placement speed.
Recruitment Execution
-Screens and interviews candidates based on defined position specifications to assess skills, motivation, and culture alignment.
-Develops strong, qualified candidate pipelines for each position and prepares candidates throughout the interview lifecycle.
-Ensures a positive and professional candidate experience from initial outreach through offer acceptance and start date.
-Maintains detailed, accurate recruiting documentation and activity logs in Oorwin ATS.
Collaboration & Communication
-Partners closely with the Recruiting team, hiring managers, and internal leadership to align on hiring needs and recruitment strategies.
-Works collaboratively with sales, recruiting, and HR teams to ensure employer brand messaging is strong across outreach campaigns.
-Develops and implements communication strategies to effectively market ATR’s culture, opportunities, and value proposition to candidates and clients.
Reporting, Compliance & Special Projects
-Provides regular recruiting status updates, activity reports, and pipeline summaries to leadership.
-Supports the full recruiting cycle for assigned openings across ATR’s GovCon, Commercial, and internal roles.
-Provides administrative and operational support for the Recruiting team when needed.
-Participates in continuous improvement initiatives (candidate experience enhancement, interview training, sourcing optimization, CRM automation, etc.).
Minimum Qualifications
-Bachelor’s degree in Human Resources, Psychology, Business Administration, or a related field (or equivalent experience).
-Minimum of 1 year of recruitment experience showing progressive responsibility and proactive sourcing capability.
-Experience working with applicant tracking systems. Oorwin experience strongly preferred.
-Proficiency with job boards, sourcing platforms, resume databases, Microsoft Office, and web-based recruiting tools.
-Strong communication, organizational, and relationship-building skills.
-Ability to work in a fast-paced, metrics-driven environment with a focus on activity volume, pipeline development, and measurable results.
Preferred Qualifications
-Demonstrated success sourcing both active and passive candidates using advanced internet research techniques and sourcing tools and resources.
-Experience building structured plans with measurable outcomes.
-Creativity and resourcefulness in developing recruitment strategies and solving sourcing challenges.
-Strong analytical, consulting, negotiation, and problem-solving skills.
-Understanding of relevant employment laws and compliance requirements.
-Professional recruiting certifications (CIR, CSP, PRC, PHR, SHRM-CP, etc.) are a plus.
